Mix well until all the ingredients are well combined. 2. Add the water to the mixture and continue to mix until the mixture becomes smooth and well incorporated. 3. Take a wonton wrapper and spoon a small amount of the beef mixture onto the center of the wrapper. 4. Bring the four corners of the wrapper together and twist to form a pouch. 5. Repeat the process with the remaining wonton wrappers and beef mixture until all the mixture is used up. 6. Steam the siomay for about 20 minutes or until they are cooked through. 7. While the siomay is steaming, make the peanut sauce. In a blender, grind the roasted peanuts until they are finely ground. 8.
